During the Civil War, animosity between Union and Confederate sympathizers in Breathitt County led to the deaths of 20 citizens and 44 CSA and USA men who were discharged or on furlough. They were killed in personal fights, ambushes, or murders at their homes. In January 1863, CSA scout Jesse Spencer was murdered and his home wrecked by Bill Strong's Raiders, and Spencer was buried on the hill.
