State Representative Karl Boyes and his wife, Sue, often visited Presque Isle and wanted a place where people could enjoy walking, jogging, bicycling, and skating without worrying about traffic. That vision led to the creation of a trail at Presque Isle for people of all ages to enjoy nature. Between 1984 and 1999, Boyes secured nearly two million dollars in funding to create and complete the trail. Born and raised in Erie, Pennsylvania, Boyes graduated from Strong Vincent High School and Edinboro University, taught locally, and then served as a public servant. Elected in 1980, he represented the 3rd Legislative District in the House of Representatives for over twenty years and served as House Finance Committee Chairman for eight years. Presque Isle was very important to him, and he also obtained funds for rehabilitation of park roadways, the marina, and waterlines. The Multi-Purpose Trail was the crowning accomplishment of his efforts there, and he also championed other local causes, including funding for volunteer firefighters and improvements to local infrastructure.
