W.H. Howcutt paid tribute to his faithful servant and friend Willis Howcott, whom he remembered with deep gratitude as a Black youth of rare loyalty and faithfulness, and he dedicated this memorial to the good and loyal servants who followed the fortunes of Harvey Scouts during the Civil War.
