Upshur County was created on April 27, 1846, and organized on July 13, 1846. It was named in honor of Abel Packer Upshur, who lived from 1790 to 1844 and was a distinguished debater and orator. As Secretary of State under President John Tyler, he began negotiations in 1843 for the annexation of Texas. Gilmer is the county seat.
