On January 9, 1938, James L. Clemans, Richard A. Compton, Roy C. Harrison, Charles M. Helmle, Leonard F. Norlin, Eli T. Flowers, John H. Frier, Eugene A. Hoppe, Guy E. Lewis, Joshua B. Owings, Roy B. Owings, Calton B. Grissom, Gerome R. Harris, Ernest W. McNeill, Marvin H. Merrill, Harry A. Russell, and Lester Stanton, having served honorably in the Army, Navy, or Marine Corps of the United States of America in foreign wars, were authorized to organize a post in Johnson, Kansas, to be known as Dust Bowl Post No. 3684 of the Veterans of Foreign Wars of the United States.
