Lake Bowen was named in honor of William C. Bowen, engineer-chemist of Spartanburg Water Works from Dec. 1, 1938 to Nov. 1, 1972. The lake, structure, and picnic area were dedicated to the recreational enjoyment of all people and recognized the foresight of water works commissioners and the distinguished service of employees including R. B. Simms, superintendent from 1920 to 1963; John A. Andrea, general manager from 1963 to 1986; W. C. Bowen, engineer-chemist from 1938 to 1972; M. B. Mills, secretary-treasurer from 1939 to 1968; W. J. Martin, secretary-treasurer from 1968 to 1985; and Glenn Cogdill, warden from 1960 to 1984. The Commissioners of Public Works of the City of Spartanburg, S.C., listed here are Taylor Blalock, Lloyd D. Cantrell, C. Henry Duppe, Defoix Kirby, and R.E. Stallings.
