Boyd County, Kentucky, is home to the Judds, and U.S. 23 was named the Country Music Highway in 1994 in recognition of the many country music stars from the region. In 2002, through the efforts of Congressman Harold "Hal" Rogers and TOUR Southern and Eastern Kentucky, the 144-mile stretch of highway was designated a National Scenic Byway. The Country Music Highway follows U.S. 23 from Greenup in the north to the Kentucky-Virginia state line near Jenkins, with an extension on U.S. 119 to Whitesburg. In Boyd County and the Ashland area, attractions include the Highlands Museum and Discovery Center, home of the Country Music Museum, the Pendleton Art Center, the Jesse Stuart Foundation and Bookstore, the Paramount Arts Center, a historic renovated Art Deco theater, the Historic Home Tour, Central Park, and the Quilt Trail of barns, buildings, and floodwalls. The highway is also associated with Billy Ray Cyrus of Greenup County, the Judds of Boyd County, Ricky Skaggs of Lawrence County, Hylo Brown of Johnson County, Loretta Lynn of Johnson County, Crystal Gayle of Johnson County, Dwight Yoakam of Floyd County, Patty Loveless of Pike County, and Gary Stewart of Letcher County.
