The Mound Bayou Oil Mill and Manufacturing Company was organized by Charles Bank, and the building dedication was led by Booker T. Washington. More than 15,000 attended the dedicatory event. The constructing architect was Thomas W. Cook, and the construction foreman was W. H. Cook.
