In 1734, Charles Campbell received a license on July 31 for 200 acres at the head of a spring running through John MacFarlans tract, and on the same date James Campbell received a license for 200 acres adjoining his brother Charles Campbell, though no survey was made for either tract. In 1738, William Campbell, son of Charles, was elected trustee of Upper West Conococheague Church at Church Hill, the pioneer church for the St. Thomas community. In 1749, Michael Campbell, son of Charles, received a warrant for 300 acres, and part of this land was later laid out by his son Thomas Campbell into 82 lots, with the village named St. Thomas, according to the original survey parchment of James McDowell made before 1802, when original deeds for those lots were given by James Campbell and his wife Mary McDowell Campbell. By 1784, the community marked one hundred fifty years of Franklin County history; by 1818, one hundred sixteen years with St. Thomas Township; in 1823, on August 10, Gen. Charles T. Campbell, son of James, was born, later becoming organizer of the St. Thomas Flying Artillery and a hero of the Mexican and Civil Wars; and by 1834, one hundred years of Pennsylvania public school were observed.
