November-33 Launch Facility, which held a nuclear missile from 1966 to 1997, was unstaffed for nearly all of its history. Instead of stationing continually on-site armed personnel at the 321st Strategic Missile Wing's launch facilities, the Air Force used electronic systems controlled from remote Launch Control Centers. At the launch facility, security included an above-ground motion-sensing Outer Zone and an Inner Zone that detected intrusions into the below-ground area. The tall white Improved Minuteman Physical Security System pole was central to the Outer Zone system, sending an alarm to the controlling Launch Control Center when it detected motion. For more than 31 years, Air Force security forces and electronic systems protected the 150 nuclear missiles of the 321st Strategic Missile Wing. In one Outer Zone scenario, a suspicious van breaches the fence, the pole immediately detects the motion, and an officer about 20 miles away and 60 feet below ground receives the alarm in the Launch Control Center. The officer calls the Flight Security Controller in the Security Control Center above, and the controller dispatches a two-member Alarm Response Team, which quickly gears up, takes M-16 rifles, departs in an armored vehicle, and drives 20 miles to November-33 to investigate and confront the intrusion.
