In Paiute tradition, before there were any Indians, the Legend People, To-when-an-ung-wa, lived in this place. They were many and of many kinds, including birds, animals, lizards, and other beings, but they looked like people. For some reason they were bad, and because they were bad, Coyote turned them all into rocks. They can still be seen there now, all turned to rock, some standing in rows, some sitting down, some holding on to others, with faces and paint just as they were before they became rock.
