Penelope was founded by the International and Great Northern Railroad in 1902 and named for the child of an official. It was settled by Anglos and Czechs from Zee Vee, an older town one-half mile south that had been founded in 1893. The new town prospered and was incorporated in 1913. Good well water was found in 1959, and a town improvement program began in 1968.
