William Pereira's Master Plan for Irvine envisioned a different approach to living through a series of self-contained villages offering a wide diversity of housing types along with parks, trails, schools, and retail centers, and the city's first villages, including University Park and Turtle Rock, became enduring examples of this approach to community development. From the earliest days of The Irvine Ranch, careful management of water was a priority, and the need to provide irrigation water for The Ranch as well as domestic water for the growing community led in 1961 to the formation of the Irvine Ranch Water District, which also played an instrumental role in restoring wildlife habitat such as Irvine's San Joaquin Marsh, a favored stopover for many migratory birds. As the new town of Irvine emerged, residents soon needed a newspaper of their own to chronicle the development of this city of the future, and in January 1970 the first issue of The Irvine World News was printed. From 1970 to 1984, Lion Country Safari in Irvine gave residents and visitors an opportunity to experience an African safari-like attraction within the city.
