A pipe foundry was established in 1912 by A. H. Ford, F. M. Jackson, E. E. Linthicum, Charles Green, and Charles Day, with its main office originally located about 100 yards west of this building. The company prospered from the beginning, soon employing several hundred people, and its growth led to construction beginning in 1928 on this building to house the general manager, accounting, sales, and engineering departments. In 1938, James B. Clow and Sons, a Chicago-based manufacturer of cast iron pipe and fittings for the water works industry, bought National Cast Iron Pipe Company, and the local company became James B. Clow and Sons, National Division. In 1961, the Board of Directors changed the corporate name to Clow Corporation, though this plant remained known as Clow Corporation, National Division. In 1965, a single-story Engineering Annex was added for the general manager, secretary, and the entire engineering group. In 1984, McWane Cast Iron Pipe Company bought Clow Corporation, the manufacturing facilities were demolished, and only the main offices, chemistry lab, machine shop, gatehouse, and employee bathhouse remained. These five buildings and the 68-acre plant site were then sold to the City of Tarrant for a token amount, and the city adapted the main office for City Hall, council chambers, and municipal court. The gatehouse and employee bathhouse were demolished for the Public Safety building, the machine shop was sold and converted into a privately owned truck dealership, and the rest of the 68 acres was subdivided and equipped with infrastructure for the industrial park that exists today.
