Brumba National Wildlife Refuge in Towner County, North Dakota, is part of the Devils Lake Wetland Management District and represents a limited-interest refuge, a form established in the 1930s and 1940s as declining waterfowl populations and New Deal conservation efforts reshaped land management during the Great Depression. Here, the U.S. Fish and Wildlife Service manages habitat through an easement on privately owned land rather than full federal ownership, allowing measures such as regulating water levels and restricting hunting while leaving the property in private hands. Public access is not allowed except from adjacent public roads.
