Organized by delegates to the 2nd Wheeling Convention in June 1861 after Virginia ratified the Ordinance of Secession, the Restored Government of Virginia was led by Gov. Francis H. Pierpont, maintained a loyal Virginia government during the Civil War, and gave permission for western counties to break away and form a new state. After June 20, 1863, the capital moved to Alexandria, where it continued until 1865.
