Harold Skeins, Sr. grew up in Marmet, West Virginia, and after enlisting in the U.S. Army he settled in Fairfax City, where he met his wife Patricia, known as Pat, and raised their family. He was known for always carrying a basketball and for spending time at Ratcliffe Park, where he swept the court, picked up trash, and used his own money to replace old nets and broken rims so young children could keep playing. He was a regular presence at basketball games at Fairfax High School and especially loved watching his grandchildren Morgan, Forrest, Megan, and Haley play AAU and high school basketball. July 4 was his favorite day of the year, and he never missed the annual Fairfax City Parade. Remembered as kind, genuine, and caring toward family, friends, and strangers alike, he connected easily with children, teenagers, and adults, built lasting relationships with hundreds of young people and their families over the decades, and was known for stopping to ask about the lives of people he had played basketball with wherever he went.
