From this point to the city limits of Pittsburgh, the trail is owned and managed by a partnership of the Regional Trail Corporation and several member trail councils. This non-profit organization was chartered in 1991 to purchase the abandoned Pittsburgh and Lake Erie rail line and convert it to a trail, and more trail chapters were later added to build other trails in Fayette, Westmoreland, and Allegheny counties. In Fayette County, the Yough River Trail Council serves as host, with members mowing grass, removing fallen trees, serving as trail ambassadors, raising money, and caring for the trail. Volunteers are the backbone of the Great Allegheny Passage, which is provided as an outstanding recreational resource at no charge, and participation through donations of time, money, and good spirit is encouraged.
