In 1924, the village council created a police department, with the chief of police and other policemen appointed by the Village President with consent of the council. The police department, jail, and village offices were housed at Rochester Village Hall at 4th and East Alley until 1961, when the police department and village offices moved to the new Rochester Municipal Building at 400 6th Street. The Rochester Regional Chamber was established in 1955.
