At the request of community residents James A. Waters Sr., Jesse C. Thomas, and William C. Grantham, the Town of Level Plains, with a population of 133, was granted incorporation by Dale County Judge of Probate S. Kirke Adams on April 30, 1965. The first organization meeting of the Town Council was held on June 28, when Attorney Kenneth T. Fuller administered oaths of office to the newly elected officials. James A. Waters Sr. became the first mayor, and Ray E. Everett, Jesse C. Thomas, Charles R. Waters, and Obetus J. Waters became the first councilmen. By majority vote, Walter L. Waters was appointed the first city clerk and treasurer. In 1965, local citizens Obetus Waters, Charles Waters, Clyde Thomas, James Waters Sr., Lester L. Whigham, and Homer W. Goodson raised $160 to hire Fuller for the incorporation. After approval for incorporation, elections, and the first official meeting, Fuller paid the Dale County Probate Office on July 12, 1965, for recording the incorporation, the oaths of office for city officials, and publication of official notice in The Southern Star. Since incorporation, the town has comprised 2.9 square miles and has seen steady growth in population, businesses, and progress.
