Forest of Needwood was a member of the Maryland Convention in 1775, a signer of the Association of Freemen, governor of Maryland from 1779 to 1782 and again from 1792 to 1794, a delegate to the Continental Congress from 1783 to 1784, and a member of the state convention that ratified the Constitution in 1788.
