This extraordinarily elaborate building, known as the William’s Block and housing Galvin and Haines Insurance Company, was constructed in 1887 and designed by H. G. Tuthill and Sons of Corning. It is noted for its fine terra cotta detailing, especially the famous “Owl of Market Street” perched atop the pedimented cornice. Its elegant and spacious third-floor hall served as the site of many community functions, and Galvin and Haines renovated the storefront in 1977 as part of the revitalization effort along Market Street.
