On April 10, 1863, President Lincoln visited the Stafford Courthouse headquarters of General O.O. Howard. Taking off his hat to enter Howard's tent, he noticed scripture written on tablets, and the men discussed Psalm 23:1, "The Lord is my Shepherd. I shall not want." Later, Lincoln selected Howard to be commissioner of the "Freedmen's Bureau" for freed slaves. In 1867, Howard founded Howard University in D.C.
