Construction of the Storm King By-Pass began on Jan. 21, 1937, and was completed on Sept. 26, 1940. Herbert H. Lehman served as governor. Frederick Stuart Greene served as superintendent of public works, and Arthur W. Brandt served as commissioner of highways and superintendent of public works. Harvey O. Schermerhorn served as commissioner of highways. James S. Bixby was district engineer, Daniel W. Brown was contract engineer, and Anthony Cucoulo was contractor.
