In the 1890s, before the automobile age, Minnesotans interested in bicycling, improved mail delivery, and farm marketing pressed for better roads, but the state constitution adopted in 1858 barred the state from undertaking internal improvements, leaving counties and townships to build limited roads and bridges through property taxes and mandatory annual labor by able-bodied men aged 21 to 50. Rivers had been the main transportation routes for early settlers, and after 1865 attention centered on rapidly expanding railroad and streetcar systems. The rise of the automobile changed road policy: Minneapolis recorded its first speeding arrest in 1902, a 1903 law required automobiles to be licensed by state boiler inspectors, and by 1909 thousands of cars and motorcycles were registered, yet road construction did not catch up until 1920, when more than 330,000 vehicles were licensed and a constitutional amendment authorized a 70-route trunk highway system funded by vehicle taxes; today I-35 follows parts of Constitutional Road Number 1 from Albert Lea to Duluth. Minnesota, the thirty-second state, is known as the North Star State and the Gopher State and grew as a collection of small farm communities, many settled by immigrants from Scandinavia and Germany, while its forests, iron ore mines, and Lake Superior shipping lanes drew other settlers and helped create a diverse population. Its identity is closely tied to its landscape: more than 15,000 lakes, numerous towns named for lakes, falls, rivers, rapids, isles, bays, and beaches, the Dakota meaning of the state name as “sky colored water,” the Mississippi River beginning at Lake Itasca, and Minnehaha Falls inspiring The Song of Hiawatha. Minnesotans take pride in the state’s natural beauty and have led in conserving resources and promoting quality of life.
