Arizona erected this monument as a tribute to the valor, extraordinary bravery, and distinguished service of Lt. Frank Luke, Jr. in World War I and in gratitude to all of the state's sons who served. In 1930, a memorial committee appointed by Governor J. C. Phillips included Frank Luke, Sr., Neri Osborn Jr., and J. M. Nixon. The monument's rear bears an honor roll titled "Honor Roll of the Silent Ones," naming comrades of Frank Luke, Jr., who fought for God and Country.
