The site of the first courthouse was the setting for the meeting of the Fourth Provincial Congress from April 4 to May 15, 1776, the adoption by vote of the Halifax Resolves on April 12, 1776, the first proclamation of the Declaration of Independence on August 1, 1776, and the adoption by vote of the state constitution on December 18, 1776.
