At the home of R.E.C. Dougherty, which stood on the foundations of the house to the north, Dougherty as chairman held the first meeting of the Carroll County Court on March 11, 1822. The members were Daniel Barcroft, John Bone, Banks W. Burrow, Edward Gwin, John Gwin, Thomas Hamilton, Samuel Ingram, Samuel A. McClary, Mark R. Roberts, and John Stockard.
