Born in Connecticut on November 25, 1814, Chester D. Hubbard became a noted businessman in antebellum Wheeling. He was a member of the 1852-53 Virginia legislature, a delegate to the 1861 Richmond Convention where he voted against secession, a participant in the 1861 Wheeling conventions, a member of the West Virginia State Senate from 1863 to 1864, and a member of the U.S. House of Representatives from 1865 to 1869. He died in Wheeling on August 23, 1891.
