The memorial honors people from Waynesboro and the surrounding area who served in World War I and remembers the eighteen who gave their lives for worldwide liberty: Luke S. Barkdoll, Paul D. Brumbaugh, Mottie Good, James R. Hatherlee, Samuel Jaffy, John R. Long, Arthur D. Noll, Joseph W. Provard, Charles R. Rossman, Charles P. Sheffler, Richard L. Smith, Omar F. Stephey, Joseph M. Stickell, Joseph H. Stoner, Charles W. Stoops, Clyde W. Strausner, Crawford C. Strine, and James E. Wilhide. It was originally installed on Memorial Bridge, where State Route 16 crosses the West Branch of Little Antietam Creek, and was dedicated on May 30, 1927. Through the effort of American Legion Joe Stickell Post #15, it was removed, restored, and rededicated at Memorial Park on May 31, 1999.
