Josephine Mattingly, granddaughter of Mrs. Josephine Freeman, left a bequest to St. Clement's Hundred, a non-profit group formed to preserve and enhance St. Clement's Island. Fulfilling this promise, members of St. Clement's Hundred created a replica of the original Blackistone Lighthouse to honor Mrs. McWilliams Freeman and Mrs. Mattingly and draw attention to historic St. Clement's Island. With help from a Maryland State grant, sponsorship, fundraisers, and dedicated volunteers, the group launched the project in the spring of 2007. Volunteers used the original blueprints to construct the recreated lighthouse, making a few adaptations to meet budget constraints and create a more durable structure. Window glass, copper guttering, reproduction bricks, a cupola, and custom milled wood were obtained from special sources to keep the building's appearance as authentic as possible.
