The Raymond E. Baldwin Bridge was designed and supervised by the Connecticut Highway Department. Work began on March 30, 1947, and was completed on December 4, 1948. During its construction, Connecticut governors included Hon. Raymond E. Baldwin, Hon. Wilbert Snow, Hon. James L. McConaughy, and Hon. James C. Sharon. The Old Lyme–Old Saybrook Bridge Commission included E. Lea Marsh as chairman, Weston G. Pullen as vice-chairman, Thomas D. Coulter as secretery, Northam L. Wright as treasurer, Dr. Irwin C. Cranniss, and George A. Maynard. Highway commissioners from 1945-47 were William J. Cox and G. Albert Hill, and deputy highway commissioners were Arthur W. Bushell and Roy E. Jorgensen. Consulting engineers were Howard Needles Tammen and Bergendoff of New York City. Contractors included Merritt Chapman and Scott of New York for the substructure and American Bridge Company of New York for the superstructure.
