Building 86 served in August and September 1905 as the site where Russia and Japan signed the Treaty of Portsmouth, ending the Russo-Japanese War. President Theodore Roosevelt, an ardent naval enthusiast, invited the envoys of both nations to Portsmouth in an effort to bring peace, and in recognition of his leadership he was awarded the Nobel Peace Prize. It is now the Shipyard’s Main Administrative Building housing the offices of the Shipyard Commander.
