DeWitt County lay on the Eighth Judicial Circuit, and Abraham Lincoln attended the first session of DeWitt Circuit Court in Clinton on October 24, 1839. For twenty years he was part of the Clinton community, practicing law during court sessions, staying in local homes and inns, and joining the social life that surrounded court week. He worked more cases with Clinton lawyer C. H. Moore than with any other lawyer and also argued against Moore more than anyone else, handling both civil and criminal matters, including murder and railroad cases, and occasionally serving as judge. In Clinton he also took part in contests of strength and skill, especially long-jumping on the courthouse lawn, where he usually won until Henry Mann surpassed him; Mann, born in 1804 in Buffalo, New York, had served in the Black Hawk War in a regiment Lincoln commanded and later became known as an educated, powerful man and religious exhorter who was buried in Woodlawn Cemetery. Lincoln also learned billiards in Clinton from Thompson S. Smith and became what he called a billiards addict. In the summer of 1858, during the Illinois Senate campaign against Stephen Douglas, Lincoln sent Douglas a formal challenge to a series of debates on July 24. Before Douglas received it, he came to Clinton for a rally on July 27, where crowds expecting Douglas instead greeted Lincoln at the morning train, waited through the day for Douglas, and then heard Douglas speak at the fairgrounds southwest of town. Lincoln declined to answer at Douglas's meeting, invited listeners to hear his rebuttal at the courthouse yard at dusk, and met Douglas the next day to agree to the debate series. A later Clinton recollection by Lewis Campbell, published in 1905, remembered Lincoln giving that 1858 speech while standing on a box from Campbell's dry goods store and included the famous line, “You can fool all the people some of the time and some of the people all the time, but you cannot fool all the people all the time.”
