The Emery A. Hebard State Office Building stands on the site of some of Newport's earliest establishments at Lane Avenue and Main Street. The east end of Main Street, Newport's first street, held many of the city's first buildings, and in 1820 Lane Avenue, originally called Wharf Street, became the first street built off Main, ending at the wharf of Newport's first major tour boat, the Mountain Maid, and looping around a U-shaped park of the Memphremagog House back to Main Street. By the 1850s, Main Street extended west from the bridge to the current site of the Federal Building, where it ended and the road turned south. In the mid-1800s, the north side of Main Street held only the grand Memphremagog House and a few stores. The Gilman Clothing Store opened there in 1863 with a large salesroom for ready-made clothing, men's furnishings, and luggage, and in 1888 the Lane and Davis store was built next to it, selling clothing and dry goods on the first floor with Masonic Hall on the second floor. Newport's first Masonic Lodge opened on January 2nd, 1865 on the third floor of this Gilman Block. By the end of the 20th century, many of these original buildings had disappeared or been radically altered.
