Enterprise became the county seat of Mosquito County in 1843. Mosquito County had been organized on December 29, 1824, and its name changed to Orange County in 1845. On December 29, 1854, the part of Orange County east of the St. John's River became Volusia County, with Enterprise as its county seat. In 1888, when Enterprise had a population of 800, an election moved the county seat to DeLand. The site of the early courthouse was given by Jacob Brock.
