Denver and Rio Grande Western Locomotive No. 169 was presented as emblematic of the courage, fortitude, and vision of pioneers and railroad builders who foresaw a great future in the Southwest. The engine was upheld as a symbol of advancing civilization and of American initiative, dedicated to the foresight and courage of the builders and employes of the Denver and Rio Grande Western Railroad, and intended as an enduring inspiration to the community for greater progress. Everett Cole served as Mayor of Alamosa from 1931 to 1941.
