Victor P. Doda, Sr., was the first president of the Locust Point Civic Association, and Ann Shirley Doda initiated the Annual Locust Point Community Festival. Together they worked for 5 years to change the final section of I-95 from a proposed bridge system through the center of Locust Point and over Fort McHenry to the tunnel system that exists today.
