William A. Floyd served Anderson County as the first African-American elected to the Anderson County Council and touched many residents as a husband, father, teacher, coach, councilman, Christian, and friend. Committed to the county’s betterment, he worked tirelessly to foster teamwork and harmony and led Anderson County through its longest sustained period of growth and prosperity. He was instrumental in creating and implementing several county buildings, including the Anderson Sports and Entertainment Center. The William A. Floyd Amphitheater was dedicated on May 1, 1999. Built to meet the cultural and recreational needs of Anderson County residents, the amphitheater was constructed through the work of three Anderson County departments, with additional labor contributed by inmates from the Anderson County Detention Center. Its construction also featured the use of recycled tires collected from county residents, including crumb rubber and shredded tires used for drainage, structural support, retaining wall backfill, walking trail underlayment, sod drainage, the pond base, the concrete stage slab, and the artificial creek’s French drain system. About 85 tons of crumb rubber and 135 cubic yards of shredded tires were used in the Sports and Entertainment Center, the first such applications in Anderson County and a demonstration of the county’s commitment to recycled materials in public projects.
