This memorial honors all Americans who served their country in the Spanish-American War from 1898 to 1902 and was dedicated to the founders Oscar Brookins, George Kelly, and Walker Waddington of the Veterans of Foreign Wars in Columbus, Ohio, on September 29, 1999.
