By proclamation of Welch City Council, Tug Street was renamed in honor of Mayor Martha H. Moore. Born in Welch, she began her public service to the city as city clerk and then was appointed as a city councilman. She was elected mayor in 1986 as the first woman to serve in that office and was elected to an unprecedented 7 term in 2010. Moore returned Welch to fiscal soundness after a near economic collapse, was a key figure in developing Welch's modern sewer system, which became fully operational in 1998, planned and oversaw the annexation of the land that would become the Indian Ridge Industrial Park, and managed construction of the infrastructure that made placement of the Federal Prison (McDowell FCI) possible. Her energy and dedication made her one of the most significant figures in Welch's history.
