Frank Willis, Sr., born in Indiana, came to Texas in search of new horizons and became the first judge of the 35th District, which then comprised the entire Panhandle. Serving from 1881 to 1890, he became known for his honesty, keen wit, and ample figure, which inspired many anecdotes. His two sons, Newton and Frank, Jr., also became judges.
