Marion E. Perry and William H. Perry, Jr. devoted themselves to Webb City through philanthropy, civic service, and business leadership. A Webb City native, W.H. Perry and his wife Marion supported their community by donating to the Park Board, Genealogical Society, Historical Society, Boy Scouts, Girl Scouts, and Lion's Club. They funded the street car, Kneeling Miner and Praying Hands sculptures, tennis courts in King Jack Park, bridges for walking trails, scholarships for the children of Cardinal Scale employees, and scales for the Farmer's Market. They were major contributors to the Webb City Carnegie library addition and to several other charities and organizations throughout the United States. Their service included work on the Jane Chinn Hospital Board, Library Board, Park Board, Water Board, Special Road District Board, Chamber of Commerce, School Board, Boy and Girl Scouts, and City Council. W.H. Perry was one of Webb City's first Hall of Fame inductees. In 1950, he founded Cardinal Scale Manufacturing Company, which became the largest independently owned scale manufacturing company in the world and one of southwest Missouri's largest employers, with employees helping construct and maintain the park. William H. Perry, Jr. died on August 19, 2005, at age 87, and Marion Barmore Perry died on October 19, 2005, at age 88, after 67 years of marriage.
