H.T. Brown was judge of the 2nd District for over 13 years and was respected for his quiet, studious, and careful handling of cases. At 20, he taught in a country school, was chosen County School Superintendent, and later served as a judge. He also served in the legislature in the 1920s and 1930s. He married Mary Ethel Evans.
