First State Heritage Park is an urban park in Dover that links historic and cultural sites across Delaware’s capital rather than preserving a single continuous landscape. Created in 2004 through a partnership led by Delaware State Parks, it reflects Dover’s role as the seat of state government since 1777 and Delaware’s identity as the first state to ratify the U.S. Constitution. Its sites include the Old State House, Delaware’s first permanent capitol from 1791 to 1932, Legislative Hall, the Public Archives, the John Bell House, the Johnson Victrola Museum, the Biggs Museum of American Art, and Woodburn, joining government, archives, architecture, and museums into one coordinated historic district.
