Jacob Weidenmann designed the park using many of Frederick Law Olmsted's techniques, including curvilinear paths and the separation of uses. His design incorporated pedestrian use in the eastern section, while a carriage path in the western section also allowed for horseback riding. In 1865, Weidenmann designed a stone terrace overlook atop the hill now in front of the State Capitol, and the terrace was removed in the 1940s as part of the river relocation plan.
