Built in 1946, the water tower stands 160 feet tall and is owned by the City of Bryan. It features eight Dum-Dums flavors on the tower. Spangler Candy Company was founded in Bryan in 1906, and Dum-Dums were created in 1924. Award-winning artist Eric Henn hand painted the tower, using 251 gallons of paint and taking 1,600 hours to complete the work in 2022. Each Dum-Dum is 65 feet tall on the tower. The tower holds 400,000 gallons of water, and 75 million Dum-Dums would fill it.
