The Municipal Building was completed in 1929 on the site of the home of Joseph Treanor, owner of the waterfront blue-stone yard, and was designed by Shreve and Lamb, architects of the Empire State Building. The cast aluminum eagle that originally perched atop its pediment was removed because of its weight and can now be found at ground level. Between the Hall and the Public Library, built in 1966, stands "Between Heaven and Earth" by Hastings sculptor Jacques Lipchitz. The original Treanor retaining wall remains in place.
