Howard County veterans are honored under the ideals of duty, honor, and country, including people from Chester, Cresco, Elma, Lime Springs, Protivin, and Riceville. Those recognized include soldiers of the Civil War's 38th Regiment Iowa Volunteer Infantry from Howard County; Cresco's five admirals, Frank Lowry, Arthur Moen, George Peckham, Michael Malanaphy, and Wallis Petersen; pilot, nurse, and first flight attendant Ellen Church; and Medal of Honor recipient Edouard Izac.
