Benton County was formed by the General Assembly in 1840. Oxford was the first county seat, and Fowler became the second in 1874. The courthouse, designed in the Second Empire Style by Gorden P. Randall and built in 1874 by Levi L. Leach, stands at the geographical center of the county on land donated by the Moses Fowler family.
